Background of EOD/K9


1987: K9Unit was created by RSAF under the PC-CAPCOM


1990: In 1990, through the assistance of the US-ATAP a first batch of policemen from this unit was sent to Alabama, USA to undergo K9 Handlers Course. After their training, four (4) dogs trained in Explosive Detection were also brought in this Unit. From then on, RSAF was then renamed to Regional Mobile Force (RMF) and the K9 still remained in the Operation until the conception of Light Reaction Unit as Operation Unit of RMF, K9 became a section of LRU. During an operation, with the personnel trained in EOD together with the K9 handlers they build as team so as to evolve the EOD/K9 Bomb Squad.


2009 to 2017:

-The former RMF was renamed to RPSB with Technical Support Platoon (TSP) as one of its operating unit tasked to perform security operations in local and international events through K9 paneling and sanitation, render safe procedures in cases of bomb threats and conduct post-blast investigation in the event of bomb explosion.

-Through the continuing program of US-ATA, personnel from this Platoon were sent to train different trainings on EDC Handler’s Course and Veterinarian Consultation for EDC at Front Royal, Virginia, USA.

-TSP personnel were sent to PRO 12 at Camp Tambler, Gen. Santos City for EOD Courses. Further, they were also trained on EIC, PBI and different EOD Courses at North Carolina, USA.


Jan 2018 to Present: -Pursuant to NAPOLCOM Resolution No. 2016-277 approving the activation of EOD/K9 Group as a National Operational Support Unit of the PNP, all EOD/K9 established in different PNP Units shall be under the Administrative Control of PNP EOD/K9 Group.

-Pursuant to NCRPO IMPLAN to PNP MC # 2017-063, RPSB was renamed to RMFB and TSP to 7th MFC (TSC)

-Pursuant to GO # 2018-006, EOD/K9 Unit/Team of NCRPO MFB was activated effective January 12, 2018


VISION

By 2020, A highly motivated, competent, well equipped EOD/K9 unit capable of delivering specialized police services such as bomb detection, bomb threat response, bomb disposal and quick response against any form of terrorist threat in support to local EODK9 units to make Metro Manila a safe place to live work and do business.”


MISSION

To provide specialized service such as bomb detection, bomb threat response, bomb disposal and quick response in support to local EODK9 units as well as to respond to crisis incidents involving explosive materials and conduct assessment, neutralization and safe disposition of manufactured and improvised explosive devices and materials.


DUTIES AND FUNCTIONS

I.Respond to crisis incident involving explosive materials;

II.Conduct assessment, neutralization and safe disposition of manufactured and improvised explosive devices and materials;

III.Maintain the operation of EOD/K9 facility including the equipment and working dogs acquired from the government and foreign donors;

IV.Plan the proficiency training among the EOD/K9 Personnel;

V.Paneling operation and Target Hardening Measures on Vital installations and Special Events;

VI.Conduct of Bomb Awareness Seminar/Bomb Threat Management;

VII.Evaluation Test of Private Canine Service Provider;

VIII. Assist in the conduct of Post Blast Investigation and Disposal of Unexploded Explosive Ordnances (UXOs)

Disposal of all bombs and neutralization of hazards from conventional unexploded ordnance (UXO) and improvised explosive device (IED);

IX. Elimination of hazards from UXO in any operational environment of the PNP and in responding to incidents that involve explosives and incendiary device;

X. Deployment of PNP-certified Canine Units/teams for police operations upon requests of PNP Units;

XI. Responsible for professional care and maintenance of canines/special dogs and

XII. Perform other missions as directed by the Force Commander .
